1. Project Overview and Scope

The project is the Xiongxian 2021 Rural Domestic Sewage Treatment Concession Project, located in Xiongxian County, Baoding, Hebei Province. It covers 10 towns and 110 villages serving about 170,000 people, with a total treatment capacity of 8,730 m³/d.

The build-and-operate scope mainly includes 76 new sewage treatment stations and 1 sludge treatment station; DN300 sewage collection pipelines of 800 m per village (88.8 km in total); about 28.15 km of effluent discharge pipelines and other ancillary pipelines for the stations.

Owner: Xiongxian Agriculture & Rural Affairs Bureau. Investor: China Three Gorges Group Xiong'an Energy Co., Ltd. Designer: China Urban Construction Design & Research Institute Co., Ltd. Operator: CSD Water Service Co., Ltd.

3. Concession and Investment Recovery

Xiongxian County grants the concessionaire the exclusive right to treat sewage within the project area, and the concessionaire is responsible for investment, design, construction and operation. It recovers construction cost, O&M cost and investment return through sewage treatment service fees (paid by users or by the government). Upon expiry of the concession period, the concessionaire transfers the project to the tenderer or its authorised entity free of charge.

4. Schedule and Quality Standard

The construction period is 8 months from the date of contract signing (excluding land acquisition and relocation), and the operation period is 20 years. Both construction and operation comply with current national standards.
